This is a "crown" done by Theresa is Mrs. Boggi's class. I say "crown" because the styling varies, sometimes it looks one way and other times it looks like something else. The detailing is done by Theresa using scissors. No matter how Theresa sizes it she can never get it for fit my head and how she has tried.
This is one of the more popular activites the kids enjoy, I see lots of "crowns" around.
